I got married at Downs Park on May 31st, 2014, and we used the garden for the ceremony and the Chesapeake Room for our reception. I had basically written an essay, but it won't fit, so here are key points.

-No rehearsal time. If you want 15 minutes in the garden, each member of you bridal party is paying to get in.
-No time flexibility. There was a rigid 8 hour period for decoration set up, vendor set up, the reception, and 100% clean up. We were finished packing up and sweeping the floor half an hour early and had rangers looming over us, which was a definite buzzkill.
-Not much decorative flexibility. No hanging anything of any sort in the room, which makes the walls, ceiling, etc. feel so plain.
-No access to AC. I was lucky enough to have about a 75-78 degree, breezy day, but the AC was locked and it was uncomfortably warm at 76 or 77 in the room with no air flow. We opened the windows because the weather permitted and it helped. I can't imagine a day where it hits above 80.
-Not much room. I had about 45 guests, counting my bridal party, and we barely had enough room for a dance floor. We had 6 guest tables and a head tables, then some for food and gifts.
-Random visitors. We had people walking into the garden (which is supposedly closed for weddings) before the ceremony- we had paper cranes strung up and children started tangling them! People stood at the end of the "aisle" where we walked down and are in all of our photos. We even had some people walk into the Chesapeake room thinking it was a bathroom or I don't know what before turning around.

For the price, this is a beautiful venue. But stick with the ceremony only if you're doing this. The lack of time and freedom with the room was so incredibly stressful. That being said, I'm still happy overall, and we had a beautiful day, but that is mostly due to the natural beauty of the park with the garden, woods, and beach.

Down's Park is an incredible place for your wedding, the Mother's Garden is perfect for a ceremony, hardly any decor is needed, the natural scenery is beautiful. There is power at the garden area so a dj won't be a problem. We were allowed to decorate with shepherd hooks and candles, the area was clean and free of debris when we got there.

We also used the Brightwater Pavilion for our reception. There is no power, so music can be a problem unless you have an acoustic band/singer. We were able to use a portable speaker system which works fine if you have someone to man it. No generators are allowed, no amplified music, ect. Park is not flexible on this at all, so don't bother asking. Candles weren't an issue in the pavilion, you aren't allowed to use any nails or tacks to hang items, you have to get creative if you want to be able to hang items, we were able to use wire to hang the things we wanted, just wrapped it around the support that was there and it didn't damage anything.
Pavilion was clean when we arrived, park rangers were very helpful, and once everything was set up didn't bother us at all.

I highly recommend the Mothers Garden at Downs Park as a excellent venue for Wedding Ceremonies, the garden was in bloom, the Chesapeake Bay was shining, it could not have been a more beautiful location for a wedding, and the price is right too.
