* venue
* centerpieces and flowers
* linens/tablecloth/tablerunner
* lighting
* chairs and/or chair covers

I think venue has the most impact, that said, my BFF just had an outdoor tented wedding and her linens (tables and chairs) really took it from ho hum to wow! Basically anthing that adds interest or color...

So
1) Venue
2) Linens
3) Centerpieces
4) Lighting (including paper laterns, lit or not...colorful ones clustered make a big imapact! Same goes for candle light...)
5) Chairs (unless you have folding metal ones, then it would be higher on the list...as in covers for them ASAP!)

I think it depends on the location, your color scheme, and your venue limitations. For my wedding and venue, I think...

1) Venue
2) Chair Covers (we have ugly metal chairs!)
3) Linens
4) Centerpiece
5) Lighting

I have to agree with MsKittie and Kristen, but again, it is very venue dependent.
1. venue
2. centerpieces
3. lighting
4. chairs
5. linens

If your color scheme is light/pastel colors (yellows, pinks, white, celadon green) then I vote for:

1. Venue
2. centerpieces
3. chairs
4. lighting
5. linens

If your color scheme is bold (red, orange, brown, black/white), then I vote for:

1. venue
2. linens
3. centerpieces
4. chairs
5. lighting

I'm thinking that the most important should be decided by what has the most impact.

1) venue
2) lighting
3) linens (must includes chairs!!!)

I think that expensive centerpieces are a bit overrated... you can spend a ton of money on them! but if the lighting is totally wrong then you've almost wasted them! Like if the hotel ballroom is used as a conference room during the day and the lights look too bright (like you're at work) then it does not set the mood at all... And I think that's what the decor is really for, right? to set the mood. :) Linens are another that can set the overall tone of the event with one subtle design choice.
