Are you having a theme?
my friend threw mine in her backyard. we had 17 people. she decorated in yellow and white (my colors).
there wasn't really a theme. just wine, sandwiches, and some gifts.
my mom did a whole gift extravaganza on her own that was one gift box for each month of the year. if you're having a smaller shower, you could probably do that as the theme -- assign guests a month and have them get you a gift related to that month (i.e., christmas decorations for december, a serving platter for november/thanksgiving, etc.).
I live in AZ, though we're marrying in CA. Since I have a lot of AZ friends who are flying to CA for the wedding, I thought it would be more fair to have my MOH and BM fly to AZ for a local shower! So they're planning it at a restaurant in town. =)
my girls threw me a combined shower/bachelorette party since the day was close my wedding day: had a house potluck/lunch, surprise! poll dancing session, dinner, then bar hopping...
One was at a friend's house....
Another one was at Lisa's Tea Treasure (English Tea Party)
My first shower is at MOH's house in Piedmont. The second shower is at my mom's house in Oakland.

If your into that kind of thing, which I am- you can always have tea...I had mine at the August Tea room, my cousin had hers at Crown and Crumpet. Both were lots of fun...and girly... I would recommend either as both were accommodating for large groups.
