I would go with white mattes, black frames!!  They will really pop on the tiffany blue walls!!

I agree with Allie. You could also do dark brown frames to match the furniture. We have some of our black and whites in dark brown frames with black matting (with a small inner white mat) and they look great! I bet an all white mat would make the photos pop.
