@aparnap: I think it would work if you take a small piece of ribbon (one and a half times the diameter of the opening of the tube), stick one end on the inside of the tube at the edge, glue the rest of the ribbon to the top of the disc, leaving a little tail loose. Put the disc into the tube, sealing your fan inside and then your guests pull the ribbon tag/tail and can get to the fan inside without tearing the paper. Just an idea...
