It appears that for a 2 foot piece of material, the cutting specifics are:  1.  on the top edge, measure in 6 inches on each side and mark.  2.  On the left side beginning at her Point A, measure up the raw edge 12 inches.  3.  Draw a light line from the 12 inch point on the raw edge on the left side to the left side mark on the top edge.  4.  Repeat Step 2 on the right side, marking that 12 inch point starting upwards from her Point B.  5.  Draw a light line from the 12 inch point on the raw edge on the right side to the right side mark on the top edge.

This should give you the correct shape and removes a huge fold that appears on either side of the veil when placed on your head if you do not make the "cut in" adjustment.  

If you chose to do the 16 inch veil, then I would suggest that you decrease the 2 inches on both the measurement from points A & B rather than the "angled" cut.
