There are a lot of girls who are what is known as "skinny fat": yes they have a small jeans size but they have next to no muscle tone and most of their body weight is fat.It will be much harder for these women to lose weight because, as they
exercise, their muscles replace their body fat and they stay the same size and maybe even gain some weight even though they definitely look better in their clothes. If you are one of these women, you will have to work twice as hard to first get into
shape before you start losing weight.
Some of it is how your body distributes your weight. Me for example: I have a GHETTO booty. I carry all of my weight in my hips and thighs, but have a relatively flat stomach. My waist measurement is a size 14 and my hips measurement is a size
18. This makes it VERY difficult to find jeans that fit! It also means that people guess that I weigh less and wear a much smaller size than what I do. I always have to lose 20 lbs before I drop a size.
A lot of it has to do with height. The taller you get, the skinnier you look even if you wear the same size as someone who is shorter than you.

By the way, there's no such thing as a "butt" measurement, the widest measurement around your butt and hips is your actual hip measurement. lol ;) Your measurements are almost a perfect size 8. (28" waist, 40" hips) If you want to be a size 2,
you'll have to lose 3 inches in your waist and 3 inches in your hips, but you might have already known that.
