1) Are they truthful about what they can provide as an organization, and do they follow through on promises made?
2) Are they an organization of integrity, or do they have more weddings booked on the same day than they can handle professionally? And do they accept financial compensation or kick-backs from referred vendors?
Remember, you are paying them for a service which should include this, therefore they should not be double dipping!
3) Are they Respectful? Do they understand that your event is a reflection of you and not the wedding of their dreams?
If a wedding planner does not meet all three vital areas, you should RUN in the other direction, and FAST! Be sure to seek out at least three wedding planners before making your final decision. This will give you the opportunity to develop an understanding of what your needs are, to see who's out there, and see what they have to offer.
