$14.95 per 12 from Papyrus. I couldn't be bothered DIYing anything and these are really nice anyways. :) It's the perfect size for tucking in gift-sized 4x6" photos too. Envelopes are pearlescent just like our invites. The liner matches the card. It comes with matching seals. All very weddingy and nice. :)

Here is one of ours.  The design is based on our ketubah (Jewish wedding contract) from 20th Century Illuminations, and was used with the permission of 20th Century Illuminations.
